Houston and Galveston used to be based around refining venezuelan crude. it's shitty and sour, and was once considered not economically viable to refine because of the sulfur content. they pioneered the process to fix that and built massive complexes for that, but that died with the nationalization of the venezuelan oil fields. those refineries were converted in the 10s to refine canadian sweet crude from their oil sands (remember Keystone XL?)
it'd take years to bring them back around to being able to handle the vernezuelan stuff, and even then the refinery capability would be constrained by tankerage and pipeline
